I can type characters not including dead keys, such as: |, @
Oddly enough, "~" seems to be sent as an undead-key (zombie key?), just as "a", "b", "c" would be. However, it should work as a dead key in my layout.
I've already learnt more about keyboard input on Windows than I ever wanted to, but I might try to get the dead-keys plus undead-key combinations to work... some other day.
