RFE: mark tracks as "local" #101

It'd be useful to flag local music as such, and give DJs the options to promote that. It may help get DJs exploring local music more, encourage better flagging of music (Even in the stacks) as local, and also give us a reason to support flagging of local and new music in automation.

Dunno what the art for this would be. I really want to use the BLACK FLAG-variant logo that was used for a bunch of blacksburg stuff in the punk music scene, but that may have caveats.

Do you have a picture of this variant logo? We wouldn't want to use one band's logo to represent music from another...
