This would be good for someone with familiarity with Bootstrap. We can possibly leverage an existing dark Bootstrap theme or write our own. This shouldn't require any HTML changes, only CSS.

Note that despite the commit message, we're actually using Bootswatch Darkly, not Bootswatch Slate. If at some point in the future we decide to make using the dark theme an option rather than the default, we can open a new ticket for that.
I'm not enamoured with using a black theme (text fields are automatically white because of the browser, among other issues), and I have mixed feelings on black being the only theme.
