Implement a /srv/filesystem/ext2/create for a mkfs command #62

We need a /srv/filesystem/ext2/create command to create a new
ext2 filesystem on both the host system and in the future on the
target system. This can replace the external genext2fs dependency
and may be useful as a start on making ext2 write-capable for
persist storage.
