Navigation fixed on data entry #174

How hard, and should we, fix the navigation (left nav) on the data entry forms.

Users on long forms find it cumbersome to scroll back and forth to enter new headings.

Not hard, but again in certain browsers sizes, 960x625 may cause some issues. So answer is not hard at all, but could cause bugs or look a little funny. We could evaluate it in 3.0 or 2.5 or whatever version we are on.
