Default database setup #227

  1. Vagrant user needs to have status set to admin
  2. Vagrant user needs to be set to active
  3. Dublin Core database metadata schema needs inserted by default

created 2 sql files and put them in the migrations folder. One added the vagrant user and set the permissions the other sql file adds the Dublin Core standards to the metadataStandards table.
