API: MFCS api needs a limit query param #237

Currently it is hard coded to limit to 1000, but there should be a limit parameter. This is needed for better control with OAI-PMH as well as exporting under the control of the librarians.

Additionally "start" should have an alias called "offset" to follow standards.
