Bug list fix #258

This change was requested by Anna it changes the field from input to textarea.

What is this branch?

Some of these changes are mergd into MFCS already and some are not.

For example, the exportOAI and exportPublic fields are already on the branch that i'm using on the development server.

Also, the addition of a textarea to the metadata forms needs to be its own branch. That commit should be reverted out of this branch.

tagging @ddavisgraphics on this comment ... which of these things have been merged in, which haven't? is this an old branch?

@MichaelRBond I've made a comment on the PR, we are going to close this one and open a new one under the master branch, and do a PR with the same change. We can discuss this change in the new pull request. @trmccormick is going to do more testing and see if anything else changes or is broken and add the conditional check to the type.
