Modify the permission values to be: 1 = Create 2 = Read 4 = Update 8 = Delete 16 = export 32 = admin

Remove the multi-select drop downs on forms.

Instead add people to a form. Once added have check boxes to select what they have permission too.

Delete only applies to Metadata forms.

An example of someone that could Create but not Edit may be a student who does initial creation work in the system but an Employee then goes back and verifies or enhances the data.
