Action messages currently all link to the comments-module. The activity is fully accessible there, it just seems like bad style if a separate activity page is also available, like it is for events.
Shouts for example do not have their own page, so linking to the comments page is sensible as the message is created only by posting a new comment at the moment.
The main problem is, the comment module is not really aware which type of activity is being commented on or how many types there even are. This needs to be handled in some sort of dynamic fashion to prevent further hard coded limitations.
