Add rlogin and/or telnet out capability to WWIV #1594

A new feature that I see on other modern BBSes is the ability to use rlogin or telnet out to other remote services.

See Synchronet, Mystic BBS and Talisman.

I think rlogin follows RFC 1282 https://www.rfc-editor.org/rfc/rfc1282

I did telnet support in wwivd already, shouldn't be too hard.

goldminebbs.com provided a script that shows that we can do rlogin's without baking it into wwiv. it relies on the rlogin-redone-client. see https://goldminebbs.com/#setup
