settings relocated to config file #2

all possible settings (except maybe the name/location of the config file) should be moved into the config file itself.

initially implemented in 848c9fa74fc05e0ac2a545b4c3980629f0e87e8c, the decision was made use a separate tags file, as this makes the tags file easier to use
