RH = 0 on Day1 #19

Grid Simp may be zero-ing out the Day 1 Min RH on the midnight shift (not sure if anything on the day shift is impacted). This happened the last 2 nights after the Short Term was completed and finalized, but before Grid Simp was finished by the Long Term forecaster.
