In order to get it to do an isolated wx mention, it should do isolated if it sees values in PotRainShower greater than 10 but less than 15.
Since the default value for pot grids is always 0 or 15 or greater, it means that the forecaster went in there and put values less than 15 but greater than 0.
So we don't technically have to ask the forecaster if they want to do isolated before you create the weather grid. I'm just trying to figure out if there will be a reason to do so...say if there was winter weather and a forecaster manually changed the rain grids and some values of 10-15 spilled outward from pencil tool edits. They might get all mad if they get pixels of isolated in there too.
Also, round T to PoP in extended if within 1 category
