Grids not saved when beginning step 2 #5

Fcstr decided to make a change to his PoPs, so he made one. Then he jumped straight to step 2. He didn't save the PoPs. It used the last saved copy of the PoPs to create the PoT grids. Should you do a forced save when starting step 2? Or call the current copy?

I've been wondering about this (forecasters jumping straight to steps). It seems like forecasters need to be discouraged from editing grids outside of the GridsSimp framework, or else potentially significant inter-element consistency issues could result. For instance, a forecaster runs the run wx grid and closes GridsSimp, then goes back and makes a freelance change to PoPs, then skips directly to step 3. PotWx grids won't reflect the changes made to PoP, etc.

Does automatically saving grids encourage making out-of-order grid edits? Do we need to redo all integrity checks at the beginning of every step to make sure the forecaster hasn't done something illegal?

All base grids will be saved when starting at step 2. All Pot grids will be saved when starting at step 3.
