variables lang, locale and charset #166

Hi,

When you set your own 'lang', 'locale' and 'charset' variables, using
zen_core.set_variable(), they are not used when a snippet is expanded.

I patched zen_core.py to use get_variable(). Modifications are available
here: http://bit.ly/ay1NIC
