PayPal IPN - DVOA link failing #22

Event reg ones are failing too, in higher quantity, but DVOA's too:

Hello, Mary Frank Please check your server that handles PayPal Instant Payment Notifications (IPN). IPNs sent to the following URL(s) are failing:

Top one I hadn't fixed and I found a lingering eregi - I searched all .php files and found no others still in use (one from naoc2012 was there somewhere..)

Also fixed a regex issue at the same time - in the mail tools thing. I should test the mail tool
