Change Rankings so M/F-14 and M/F-18 only need 4 events for an official ranking #6

Per several emails, followed by a long Board discussion in Feb. '23, then Board agreed that for M/F 14 and under, and 18 and under categories, the minimum number of events needed to win the plaque should be changed to 4.

We should change the website accordingly.

I'll take this one, as it's in an area I've poked around before, and does require some php/sql changes. (not just html-ish)

Fixed today (in .php, to align with Board decision from long ago.)
