TV function cannot be activated #8

Describe the bug TV function cannot be activated

To Reproduce Steps to reproduce the behavior:

  1. Go to Settings->Skin Settings->HOME MENU
  2. Find TV, and click
  3. For Action, select Enable

Expected behavior The TV function can be activated, and its icon can appear on the home page smoothly.

Additional context

Not skin issue, but also not clear that user must have an active PVR addon installed and configured to use this item. Have added a help message to tell user will not activate if no correctly setup PVR addon.
