Libpitt/173 bulk select #185

Change log:

  1. Fix selected label behavior
  2. Allow user to append to selection on filter and search
  3. Allow user to clear selection upon clicking on Clear Filters
  4. Add modal confirming bulk datasets to submit with x column for easy removal
  5. Condense modal related useState variables to one useState variable
  6. Condense related columns into reusableColumns method
