Libpitt/214 text and write groups #215

Change log:

  1. Update response text to user as per issue #214
  2. Use ingest-api/metadata/data-provider-groups endpoint instead as per conversation concerning listing of write groups

Requires:

NEXT_PUBLIC_PRIVS_DATA_PROVIDER_GROUPS = $NEXT_PUBLIC_API_BASE/metadata/data-provider-groups
