Import does not check for valid checked out copy #11

When importing into either an existing or new database, it is possible to 
trigger an update/import from a folder that is not a valid checked out copy of 
the repository. This then leads to multiple errors when checking for expected 
folders and versions etc.

The import button should be disabled if there is no SCC repository information 
available on the selected folder.

Please use labels and text to provide additional information.
