Cannot start Annot Reader

What steps will reproduce the problem?
1. Download
2. Run update
3. Start Visual Novel Reader.exe

Some kind of splash screen appears and immediately disappears, mouse cursor 
changes to blue and nothing else happens.
"Debug Reader.cmd" stops with following error:

Win7x64, all VC++ redists are installed (reinstalling them didn't help)
