closing php tags and newlines in some files #3

settings.php and locallib.php contains closing php tags and locallib.php has a 
newline after the closing tag, causing premature output, which might affect 
behaviour in other parts of moodle.

I haven't checked all the other files, but could the closing tags be removed?
