State Flag Calculating Incorrectly #12

In this case, I might be confused, but it's my understanding that the state flag is working 5 unique members by state, but I am getting duplicates in several states, you can see that in the screenshot. Maybe, I'm misunderstanding the rules, but I wanted to make sure that isn't a bug.

I'm looking at this "1. Contact 5 different amateurs in each of the 48 continental US States, whether the amateurs are mobile, portable or fixed."

Found the issue, and file updated

Thanks for letting me know. I’ll take a look at it. I can probably figure it out, but is this excel or OpenOffice version?

I use Excel but I thought this was fixed.
