in latest version UConverter class is required and provided by php7-intl

I'm seeing the same issue in the docker logs.

Tiny Tiny RSS was unable to start properly. This usually means a misconfiguration or an incomplete upgrade.
Please fix errors indicated by the following messages:
 * PHP UConverter class is missing, it's provided by the Internationalization (intl) module.
You might want to check tt-rss wiki or the forums for more information.
Please search the forums before creating new topic for your question.

@x86dev Thank you for publishing this Docker image and merging this issue. The latest version on https://hub.docker.com/r/x86dev/docker-ttrss is 5 months old and does not include this fix. Could you publish the latest image? Thank you very much (and valvin1 for creating this PR). :-)

@bugwelle Wondering why the auto build is / was disabled. I'll have a look at this so that it gets rebuilt automatically again. Thanks for the pointer!

Should be fixed, and a new build now should be available on Docker hub.
