Can you patch the bypass for prevent-nether-roof? It feels like prevent-nether-roof is only checking for a small Y value just above bedrock. If you use boat fly (I dont want to disable boat fly), then vclip way above the roof. when you get kicked out of the boat, fly hacks will allow above roof fast travel. The "teleport down" only happens if you drop down very close to the roof bedrock.
