Add Text Annotations to Preview Screen #1982

I would like to ability to put text annotations on the preview screen that would show both in the preview screen on the 'Layout' tab and the preview screen when watching the sequence play in the 'Sequencer' tab. I imagine it would be function just like a model in that you drag and drop the text annotation icon from the toolbar to the layout window in the desired location and then type in the desired text.

Maybe ... labels on layout has been on my list for the past year.
