Move BBCode calls to the database

We should look into moving the BBCodes into a database table.

• Gives us/site admins better control over them
• means we can enable / disable on the fly - with cache usage too
• means we can also add more - community added etc
• more reasons here...

BBCodes are being removed from the Core & being re-added as a plugin or libary
