Add safeguards and queueing for API rate-limiting #54

handle failed requests and retries as well, extends to CORS violations, 503s API limits, etc

Not relevant anymore, we now only hit the users/personal-best endpoint for better or worse. At the time 5 years ago, either i was unaware or the embed feature wasn't available.

With that said, I've literally never seen speedrun.com enforce their supposed rate-limit lol
