Message: Runspeed 3 feat doesn't appear to work. Runspeed is 28 base under #mystats. After completing the feat and relogging, my runspeed is still 28, jboots increases it to 37. I know someone said mystats isnt completly accurate but its a noticeable difference between base run speed and jboots. hmm, let's double check..?

@xackery helped me investigate and it looks like this AA affects minimum run speed and is "working", but it is barely noticeable. He thinks we should revisit this eventually to see if it should get buffed.
