Xah-fly-keys should be buffer local #164

I think this package could be improved if the minor-mode (xah fly keys on vs off) and state (command vs. insert mode) were buffer local rather than global.

nah. xah fly keys and other such as evil mode is meant to operate emacs. not buffer specific.
