make xah-reformat-lines use fill-column by default #53

Change behavior of xah-reformat-lines to use the buffer's current value of fill-column by default, like xah-fill-or-unfill.

(also touch-up that function's docstring)

This seems best to me, but, of course, do close if you disagree :)

thanks. for the doc formatting short lines instead of long logical lines, am not sure about. Might revert sometimes down the road. (the 70 or 80 char per line line convention came from punch cards.)
