Offline mode rules configuration #73

The user cannot currently configure the rules, piece frequencies, or special frequencies of offline games. A preferences pane should be added, with appropriate bindings to user defaults, to allow configuration.

Added in development branch, 68f4b03b1174a4f368ca4c2358a962088254500d; ticket will remain open until merged into master. See also: #74 and #75.
