Description of Change

Bump AspNet.Security.OAuth.Apple to 3.1.8 to resolve https://github.com/aspnet-contrib/AspNet.Security.OAuth.Providers/security/advisories/GHSA-3893-h8qg-6h5f.

I've also submitted a similar patch to https://github.com/dotnet/maui/pull/9855.

Retrying the build again, but I think for safety we're using a curated NuGet feed. I will probably need to go and add this version to that.

NuGet should be available on proprietary feed now
