[Dotnet] Porting CoreMLAzureModel sample #445

This one has nullability changes and runs on device, but I am creating as a draft since we will need to make generator changes to enable "Warnings as Errors" and make sure the APIs are showing up for the right platforms.

I just updated a few API breaks and built the sample with latest macios, no more availability warnings!

Microsoft support for Xamarin will end on May 1, 2024 for all Xamarin SDKs. In preparation for this, all issues and PRs in this repository are being closed.
