Theoretically yes, but every single cluster notable would likely have to be passed as its own value. PoB makes figuring out which notables easy enough by creating a custom rare.
Cluster notables are from https://github.com/xanthics/PoE_Weighted_Search/blob/fce8fabc4963f0eb65b1daaa8212e0aa75755a97/modlist.py#L1808 to line 2106 (298 mods). In addition, how would small nodes be counted? (EG some builds want an 8 vs 12 notable large cluster).
