ci: compile and test all packages using github actions #741

Replace travis with github actions for building xenopsd-xc.

This used to fail when linking xenctrlext, but now it's fine: it's better to try to compile it than not testing for it at all.

I'll try and get CI working on Stockholm (it is not triggering for me https://github.com/xapi-project/xenopsd/pull/742)
