Prevent hwrng spamming #14

Hi @drbild you requested that I add this patch as well as switch to a new kernel. This patch is for the old kernel. As soon as most of the PR's have been accepted I can build a new file system and test that everything works, then start working on the new kernel.

Sounds good.

Perhaps many of these patches should be moved to a 4.14 directory, rather than 4.14.47 specifically.

I had no idea that was even possible!

I'll keep this in mind when I work on the new 4.14.79 kernel, and move all necessary patches from the 4.14.47 directory to a new 4.14 directory and not 4.14.79.
