Add support for DirectML #13

Please add support for DirectML, it would give acceleration for AMD Windows-based cards.

Thank you for your suggestion! Adding DirectML support would indeed make refacer more accessible to users with AMD cards on Windows. We will definitely consider this in our future plans for improving the software. However, please note that this might take some time as we are working on other performance and stability improvements at the moment. Stay tuned for future updates!
