This set of changes implements shipsd, the on-chain GSP for Xayaships. It is already fully functional, i.e. allows opening, joining, aborting, closing channels and handling disputes/resolutions. (But there may be extensions to the RPC interface in the future, e.g. more detailed JSON as needed for the channel-management process or a separate RPC method to look up just one channel by ID.)
