NTS as PortableFramework setup - NuGet-Package #184

@ben.abelshausen was so kind to provide nuspec files for 
GeoAPI/NTS/ProjNet4GeoAPI.

Having looked at the protobuf-net nuget package, it seems we could merge the 
packages.

Opinions?

I agree with you.
So, I'm sorry, I don't understand why are you talking about protobuf-net, it's 
something added by ben in newer nuget specs?

Because it has one package that contains assemblies for all kinds of 
framework/profile mixes.

to me we can release PCL stuff in nuget, looks there is a lot of requests out 
there.
