Description:

Improve handling of units when a fact unit does not exist
Improve handling of contexts when a fact context does not exist
Improve handling of recursion when a cycle exists in outline
Remove additional locations that by passes arelle caching when pulling relationship sets

Merged changes for handling extensible enumerations single items into copy in Perforce, which also automatically updates the version numbers. XBRL US will need to make a second pull request to include these changes.

@derekgengenbacher-wf - thanks for this PR; as @phillipengel noted, the changes were included in xule update 23301, incorporated in FERC renderer v1.3
