Extend the `bmcstate` option to the OpenPower IPMI implementation to show "bmc ready" #3468

With the introduction of the bmcstate option to OpenPower - OpenBMC in https://github.com/xcat2/xcat-core/pull/3435, it allows us to check that the BMC is in ready state. We can also extend this support to the earlier models of the OpenPower IPMI servers.

[ ] IBM OpenPower S822LC for Big Data (Briggs/Stratton/Boston TBD to find the command.
[ ] IBM OpenPower S822LC for HPC (Firestone/Minsky) The command is: ipmitool ... raw 0x3a 0x0a where "00" is READY.

I'm not sure whether this is something useful for the Boston nodes and/or IPMI. I would put the Boston nodes at a slightly higher priority. @gurevichmark any opinions? I moved this to 2.13.7 for now as a target.
