Create a common pkglist that will work for both RHEL diskful and diskless images #5895

I'd like to request that we create a single pkglist file for at least RHEL (as a start) that could be consumed by both the diskful and diskless images that are created by copycds out of the box.

I think this would start to simplify the files that we need to ship, also would make more sense when the diskful and diskless images deployed out of the box look identical with the exception that one is booted into memory and one is installed onto the disk.

Seems like it would simplify things moving forward.

It seems we have this pkglist file in https://github.ibm.com/hpc-devops/xcat_clusters/pull/286. hi, @whowutwut , if we not plan to open it, maybe we shall close this requirement.
