Update document for /api/v2/auth/x #206

This PR is for task https://github.ibm.com/xcat2/task_management/issues/135 The modification include:

  1. add document for auth related urls
  2. move auth related subroutine to authmanager.py
  3. add auth_request for rinstall url: /nodes//_operation

xcat-dep cause the CI failed.
