add new download page #116

For https://github.com/xcat2/xcat.org/issues/111

Description:

  1. the same navigate bar with index.html
  2. keep the same content with http://xcat.org/download.html
  3. the same style with index.html

Test link: https://bybai.github.io/xcat-mn-definition/download.html

  1. click "download" in "navigator bar", do nothing
  2. click "xCAT" in "navigator bar", redirect to "index.html" page
