[new home page]generate new html template using the same head.html and footer.html #128

This task is to generate template.html, it is the basic html format web page only contain head.html and footer.html. template.html will use head.html as navigate part, use footer.html as bottom footer. The content part is left for us to customize new page. When we create new web page, we only to customize the content part.
