Staging builds now use latest backend (rather than stable).
Production changes no longer trigger stack builds, it simply runs yarn.
Updated to latest GitHub action versions.
The result is staging changes use latest backend but production changes do nothing other than a local build. The only reason to merge to production now is for tagging purposes as it no longer results in a build of the stack simply by making a code change in the production branch.
