Manage user access to STFC cloud #13

Ongoing work take place to support for Diamond and Ox Uni users in using the STFC cloud, and the HTCondor cluster running on it. This is sporadic in nature and typically involves setting up SSH keys and providing volumes where needed.

Some simplification of the environment is possible to make these things easier.

The SSH proxy using an Octavia load balancer has now been set up. This should greatly simplify SSH access and reduce the amount of user support needed. See here for a guide: https://discourse.xchem.diamond.ac.uk/t/ssh-to-stfc-cloud/34
